With this in mind, begin watching "When the Levees Broke," a documentary discussing the issues of economics, politics, the roles of government in times of natural disasters, race, and human emotions. Pass out handout concerning the role of scarcity before and after Hurricane Katrina. Complete and discuss while watching the documentary.
